Russia Issues Arrest Warrant for Telegram Founder Durov, Citing Abuse of Terrorism in Ukraine
Arrest Warrant Issued for Pavel Durov on Charges of Aiding Terrorism
On July 29, 2026 (Wednesday), the FSB (Federal Security Service of Russia) announced that it had issued an arrest warrant for Pavel Durov, the founder and CEO of the encrypted messaging app Telegram, on charges of promoting terrorist activities, and added him to the international wanted list.
According to the authorities, the reason for the charges is that the platform has been used by Ukrainian intelligence agencies to coordinate operations and criminal activities within Russia, yet Durov failed to delete the relevant channels and chatbots, leaving them intact.
Claims of Abuse of Dating Bots by Ukraine
The FSB pointed out that the Ukrainian side has been using dating bots on Telegram, such as Daivinchik, to approach Russian men and recruit them for criminal acts such as arson and attacks. Over the past year, 46 young individuals aged between 12 and 22 have been detained for involvement in attacks on security authorities and arson incidents.
In response, Telegram posted an implicit rebuttal on its official X account, accompanied by a photo of Durov. Durov himself has previously emphasized the importance of privacy protection and freedom of expression, repeatedly stating that he would not comply with state censorship or unjust demands for user data disclosure.
Long-standing Conflict with Russian Authorities over Freedom of Expression
The conflict between Durov and Russian authorities is not new. When he founded Russia's largest social network, VKontakte, he was ousted as CEO in 2014 for refusing to disclose information about opposition figures, leading to his exile from the country.
Furthermore, in 2017, he faced temporary service blocks for refusing to submit Telegram's encryption keys, resulting in ongoing clashes between Durov, who advocates for privacy compliance, and a regime that has intensified surveillance. He has also faced scrutiny from European authorities, being detained in France in 2024 for insufficient moderation.
The App as a Virtual Battlefield and Limits of Neutrality
Telegram has become a crucial infrastructure in the Russia-Ukraine war, utilized by government agencies, military personnel, media, and civilians for information exchange and sharing drone footage, often referred to as a "virtual battlefield."
However, maintaining complete neutrality in a communication app during wartime is extremely challenging. If the platform agrees to delete specific accounts, it faces accusations of censorship; if it refuses, it is condemned for supporting terrorism, presenting a dilemma that raises questions about the platform's role.
